The most obvious and in your face references that classic PPG did, such as the Beatles or the Rock opera, were all references and parodies of things that were already recognized as timeless classics. Tommy will never not be good, the Beatles will never not be good. The references to things going on at the time, like Bob Ross or The Big Lebowski, were subtle enough to not get in the way of the show as it still wasn't yet known if those would stick around to become timeless . New PPG pop culture references are actively trying to be "hip with the kids" and end up making references to things that are already old news and no one cares about anymore, or things that will be replaced with something new in 3 years.

Let's not forget that in the same episode "Jewel of the Aisle", before the cereal comercial, was a total reference to Beast Machines Transformers, the TF show of the time (1999). Was in 3D CGI!
I really laughed at the Sesame Street reference in "The Rowdyruff Boys" when Bubbles crashes into Cooper's Store and flies off saying, "Sorry I broke your window, Mr. Looper," to which the annoyed proprietor exclaims, "It's Cooper! Cooper!" Obviously, this was a reference to Mr. Hooper, whose name Big Bird was always getting wrong.

Geki Kudo well to defend TTG everyone about 95% of the staff of the Original Teen Titans is doing TTG. The only major difference in the staffing is that one of the executive producers on the original Teen Titans is like the President of Cartoon Network. Not sure on the official title but I know he's one of the TOP guys for the network. So the voice actors, producers, and writers are mostly the same for TTG. But the Powerpuff Girls did EXACTLY what you just described.

One thing I've seen while rewatching the Powerpuff Girls on Netflix, is not one, but two so far of Pikachu. One of Pikachu face as a refrigerator as a magnet, another one is a lot more debatable because the only thing that make it seem like a Pikachu is it is yellow with pointy ear with black tips. (plus animal-like) Also, although it not the old Powerpuff Girls, I love all the Disney refrences in Once Upon a Townsville.
